About
Roberto Black
Senior IT Systems Administrator | Cyber Defense & Information Systems

Roberto Black has spent more than fifteen years administering the systems that other people depend on without thinking about — the servers, the directory services, the collaboration platforms, and the network defenses that keep an organization's information moving securely. That career started with the U.S. Army, operating tactical data systems in the field artillery, and it's run in parallel tracks — federal civilian service and Army Reserve leadership — ever since.
Today he's an IT Specialist (GS-12) with DHS/FEMA in Bothell, Washington, where he administers Windows Server and virtualization infrastructure across a multi-site region, leads SharePoint Online governance as Vice President of the Regional SharePoint Committee, and served as AV lead on region-wide videoconferencing upgrades. In 2026 he retired from the Army Reserve as a Chief Warrant Officer Two, having spent the final stretch of his military career as Information Services Chief for a Brigade S6 section — supervising the systems, services, and personnel behind mission-critical information flow.
In between, he built a second specialty most systems administrators don't have: computer network defense. Across three Army Reserve Cyber Protection Brigade assignments — including a deployment to Kuwait supporting CND infrastructure for the DoDIN — he worked SIEM, IDS, and vulnerability management platforms, and was twice selected as the Assured Compliance Assessment Solution (ACAS) Subject Matter Expert for his incident handling team.
That combination — enterprise systems administration, hands-on cyber defense, and formal information-systems leadership — is what he brings to a role now. He's most interested in senior systems administration, information systems, or IT operations positions in mission-critical or high-compliance environments, where the job is equal parts keeping infrastructure running and making sure it's defensible.
Federal & Military Experience
What DHS/FEMA and Army service actually built
Significant time in federal and military environments — presented here as the professional competencies they developed, not a service biography.
Mission-Critical Operations
Sustained systems administration and technology operations for DHS/FEMA disaster-response missions and Army Brigade information systems, where availability isn't optional.
High-Compliance Environments
Operated under PCI-DSS, FISMA, and NIST-aligned compliance frameworks, authoring SOPs and preparing systems for formal audits.
Information Assurance & Security
Vulnerability management and computer network defense across Army Cyber Protection Center assignments, including two tours as an ACAS Subject Matter Expert.
Leadership & Operational Continuity
Led information services operations and personnel as a Brigade S6 Information Services Chief (CW2), and served as Vice President of a regional SharePoint governance committee in civilian federal service.
Technical Planning & Incident Response
Planned and executed CND infrastructure support during an overseas deployment (Kuwait) and served on Army incident handling teams responding to network security events.
Cross-Functional Coordination
Coordinated with commanders, staff, and civilian stakeholders alike — from Army information systems policy recommendations to AV/VTC upgrades with FEMA regional partners.
Roberto E. Black Jr. served as a Chief Warrant Officer Two (CW2), Information Systems Technician (MOS 255A), U.S. Army Reserve — retired March 2026. Military service is presented separately from civilian federal employment throughout this site.
